Bond 23 will open in the UK two weeks before the previously announced date of November 9th 2012, according to a MGM and Sony Pictures announcement yesterday. According to an article on Variety:
The pic will bow Oct. 26, 2012, at the Odeon Leicester Square, London, said MGM and Sony Pictures Entertainment on Thursday. It preems in the U.S. on Nov. 9, 2012.
